Japan¡¯s Honda says uncertainty surrounding the future of the United States-Mexico-Canada Agreement, or USMCA, could lead it to reconsider building another North American assembly plant altogether. Hyundai Motor, by contrast, is considering expanding production capacity at its new Georgia plant to as many as 800,000 vehicles annually as it accelerates localization in response to U.S. tariffs.

Faced with essentially the same trade uncertainty, Honda appears to be saying ¡°wait and see,¡± while Hyundai is responding with ¡°make more in America.¡±
According to Reuters and the Detroit News, Honda Executive Vice President Noriya Kaihara told reporters in Washington that the automaker might not build another assembly plant in North America if USMCA is not extended.
Honda is approaching full production capacity in North America and therefore sees a need for additional assembly capacity. A new plant would be targeted to begin operations around 2030, meaning an investment decision would have to be made within the next one to two years.
The bigger question, however, is no longer simply whether Honda needs another plant. It is where that plant would make the most economic sense under an increasingly uncertain North American trade regime.
Hyundai is moving in the opposite direction.
Hyundai Motor CEO Jose Munoz recently said the company is considering expanding annual capacity at Hyundai Motor Group Metaplant America in Georgia from 500,000 vehicles to 700,000-800,000 by 2028.

Honda¡¯s reason for considering another plant is straightforward: it needs more manufacturing capacity in North America.
The company has built an integrated production network spanning the United States, Canada and Mexico. One of the foundations supporting that system is USMCA.
Vehicles and parts that meet the agreement¡¯s rules of origin can receive preferential tariff treatment within the region. For automakers, that effectively allows the three countries to function as one vast automotive manufacturing zone rather than three separate markets.
If that assumption changes, however, the economics change with it.
Honda could build capacity in Canada or Mexico only to face additional trade barriers when shipping vehicles to the United States. Concentrating manufacturing entirely in the U.S., meanwhile, could mean higher labor and investment costs.
That explains why Honda wants greater clarity on USMCA before committing to another plant.
Honda has already made a major adjustment to its North American investment plans.
The automaker halted an approximately $11 billion EV value-chain investment project in Ontario, Canada, while also recalibrating its broader EV strategy. Reuters reported that consideration of a new assembly plant is taking place against that backdrop.

A USMCA Shake-Up Would Affect Hyundai Too¡¦Kia¡¯s Mexico Plant Is the Variable
That does not mean Hyundai Motor Group is insulated from uncertainty surrounding USMCA. In fact, Honda¡¯s warning raises a second question for the Korean automaker.
Hyundai Motor Group does not operate only U.S. production facilities. It also has Kia¡¯s manufacturing plant in Mexico.
Kia has used its Nuevo Leon facility as an important production and export hub serving the United States and the broader North American market. Any significant change to USMCA¡¯s automotive rules of origin or tariff structure could therefore force Hyundai Motor Group to reconsider how it allocates models and production volumes across the region.
Hyundai¡¯s Georgia expansion, then, is about more than simply adding capacity because U.S. sales are growing.
As global automakers reconsider where vehicles should be built to minimize tariff exposure, Hyundai Motor Group appears to be shifting more of its production center of gravity toward the United States.
Honda is waiting.
Hyundai is moving first. Which strategy proves superior will ultimately depend on the outcome of USMCA negotiations and the future direction of U.S. trade policy.
One thing, however, is becoming increasingly clear.
The formula automakers use to decide where to build factories is changing. Traditional considerations such as labor costs, logistics and market access are increasingly being joined by tariffs, rules of origin and political risk.
Honda¡¯s hesitation over another North American plant and Hyundai¡¯s consideration of an 800,000-vehicle Georgia operation illustrate the same larger shift:
the political economy of automobile manufacturing is being rewritten.
